600 MW That Could Strengthen Ukraine Today: Why Cogeneration Capacity Remains Offline

Ukraine continues to build a new energy system — one that is more decentralized, flexible, and resilient to crises. Yet today, the country faces a striking paradox: hundreds of megawatts of new generation capacity have already been delivered to local communities but remain effectively frozen.

According to Deputy Minister of Energy Valentyna Moskalenko, approximately 600 MW of cogeneration capacity is currently not connected to the grid. The equipment is physically located in municipalities across the country but has not been commissioned due to funding shortages, connection challenges, and insufficient infrastructure readiness.

At first glance, this may appear to be a technical issue. In reality, it reflects one of the defining challenges of Ukraine’s energy transformation.

Why These 600 MW Matter

Under current conditions, every megawatt of generation capacity is critical for Ukraine’s power system — especially amid ongoing attacks on energy infrastructure and the risk of electricity shortages during peak demand periods.

These 600 MW represent far more than a figure in a government report. They could provide:

  • additional energy security for local communities,
  • reliable power for hospitals and water utilities,
  • support for district heating systems,
  • reduced pressure on the central grid,
  • backup electricity for cities and municipalities.

To put this into perspective, such capacity could supply electricity to hundreds of thousands of households or support critical infrastructure across entire regions during emergencies.

Cogeneration: A New Foundation for Energy Resilience

Cogeneration has become one of the most important pillars of Ukraine’s energy strategy.

Its key advantage is efficiency: cogeneration plants simultaneously produce electricity and heat, allowing fuel to be used far more effectively while reducing costs and increasing local energy autonomy.

The technology gained particular importance following large-scale attacks on Ukraine’s energy infrastructure. Whereas the country once relied heavily on large centralized power plants, it is now rapidly transitioning toward a distributed energy model.

Cogeneration is becoming a cornerstone of that transition.

Small and medium-sized generation assets are more difficult to disable simultaneously. They allow communities to develop their own sources of energy and reduce dependence on the central grid.

Why Is the Equipment Still Not Connected?

The issue is not the lack of equipment. Most of the cogeneration units have already been purchased and delivered.

The challenge is integration.

To bring a cogeneration facility online, communities must:

  • prepare installation sites,
  • upgrade local grid infrastructure,
  • secure technical approvals,
  • complete construction and installation works,
  • ensure fuel supply infrastructure,
  • synchronize operations with local energy systems.

For many municipalities, these stages require resources, expertise, and time that are currently in short supply.

In effect, Ukraine’s energy transformation is moving faster than the supporting infrastructure can adapt.

Government Support Begins to Accelerate Connections

Despite these challenges, the Ministry of Energy reports gradual progress.

Some regions have already secured funding independently to launch their facilities, while the government has begun providing financial support for grid integration projects.

The first tranche of state funding has already been allocated to connect 96 MW of cogeneration capacity.

This is an important signal for the market: deploying new distributed generation is becoming a national priority.

Ukraine’s Energy Sector Is Entering a New Era

The story of the 600 MW of idle cogeneration capacity illustrates more than connection delays.

It highlights how rapidly Ukraine’s energy model is evolving.

Just a few years ago, discussions centered on large power plants and centralized generation. Today, the focus is shifting toward:
