Battery Energy Storage Systems Become Critical Infrastructure: Why This Is a Major Signal for Ukraine’s Energy Sector
Ukraine has taken another strategic step toward building a more resilient and modern power system. The Cabinet of Ministers has amended the list of critical infrastructure sectors, allowing Battery Energy Storage Systems (BESS) to be officially classified as critical infrastructure.
At first glance, this may seem like another administrative update. In reality, it is a significant milestone for Ukraine’s energy security—especially as the country continues to face wartime challenges and repeated attacks on its power infrastructure.
Why Energy Storage Has Become So Important
Ukraine’s power system is operating under unprecedented pressure. Large-scale attacks on generation facilities, substations, and transmission networks have forced the energy sector to rethink how the grid is balanced and protected against disruptions.
This is where battery energy storage systems play a critical role.
Large-scale BESS facilities can:
- store excess electricity,
- rapidly discharge power during periods of peak demand,
- stabilize grid frequency and voltage,
- provide backup power for critical infrastructure,
- compensate for the intermittent nature of wind and solar generation.

Ukraine Already Has More Than 500 MW of Energy Storage
According to Ukraine’s Ministry of Energy, the country has already installed more than 500 MW of battery energy storage capacity. In addition, grid connection approvals have been issued for over 1 GW of new BESS projects.
Only a few years ago, energy storage projects were relatively rare in Ukraine. Today, they have become one of the fastest-growing segments of the country’s energy sector.
The reason is straightforward.
Following extensive damage to conventional generation, Ukraine urgently needs flexible solutions that can be deployed quickly. While constructing large power plants can take years, battery storage facilities can be installed and commissioned much faster.
More Than a Formal Status
Granting BESS critical infrastructure status is far more than a symbolic decision.
It means:
- enhanced physical protection,
- priority security measures,
- integration into Ukraine’s national critical infrastructure protection framework,
- stricter cybersecurity requirements,
- closer coordination with government authorities during emergencies.
In effect, the government is recognizing that large-scale energy storage has become just as important to the stability of the country as substations, power plants, and high-voltage transmission networks.
This is a significant shift.
Just a decade ago, batteries were considered a supporting technology for the future. Today, they are becoming one of the foundations of national energy security.
The Future of Energy Is About More Than Generation

Today, generating electricity is only part of the equation. Modern power systems must also be able to:

The government’s decision to officially classify BESS as critical infrastructure sends a clear message: Ukraine is not simply rebuilding its legacy energy system—it is creating a new one that is more decentralized, flexible, technologically advanced, and resilient.
Battery energy storage systems are expected to become one of the key pillars of this transformation, and the Ukrainian energy storage market is poised for rapid growth in the years ahead.
